In June 1913 the Taipei Prefecture Government allocated 56,000 dollars from public health funds and commissioned Shizuoka Izusan Onsen of Japan to develop a public bath in the Beitou area of the city.

The project called for a two-story structure with an exterior of red brick and wooden weatherboards. The entrance was on the second floor, complete with a pavilion and vestibule. Visitors walked down a stairway to male and female dressing rooms as well as individual bathing pools on the ground floor. There were also individual bathing rooms and restrooms on the south side reserved for VIPs.

In the bathhouse, the main pool was for the exclusive use of male guests, a reflection of the wide gap in the numbers of male and female users of the facility. The central bathing pool was surrounded by pillars and arched supports, with stained glass windows on the two sides providing bright and luxurious surroundings for bathers.

Following the end of the Second World War the public bath fell into disuse with the change in governments. It gradually deteriorated until enthusiastic area residents banded together and garnered support from the Taipei City Government to restore the building to its former grandeur. The public bath was finally reopened as Beitou Hot Spring Museum on October 31, 1998.
